Well, that tells why it is not functioning. Ok, firstly, you need to install the driver before the machine will work as the way you tell it to do.
Check all the connections and make sure the unit is powered on. The last thing you should check is, when you go into device manager, check to see if there’s any yellow question marks under any device. If not, it means all the drivers were installed properly.

These devices usually come with installation software that requires the device to NOT be plugged in to the USB port until the software asks you to plug it in. I had to install/uninstall/reinstall mine a couple of times before I got the sequence just right. After that it worked fine.
