Begin with posting your Secretary/Personal Assistant business on craigslist.com.
Then follow-up with setting up a website which is duly published on major search engines such as Google, Yahoo and MSN.

There is a woman who blogs who would be able to help you just by you reading her blog. Her name is Dana Prince, i think. Just google her & see what comes up. She started off small as a freelancer & now has to hire people to help her.
There is a site called getafreelancer.com. You bid on jobs there. It’s a pretty good site. I have done a few jobs off there.
